Abstract:
When Illinois Representative Lynn Martin seeks a place in the Republican congressional leadership, she finds herself in a very different kind of election campaign one without speeches or rallies. The dynamics of this quiet campaign among congressional Republicans reveal the nature of the internal legislative politics. A strategic question for Lynn Martin whether to emphasize the possibility of her being the first woman member of Congress to gain a place in party leadership.
