Abstract:
Major government-funded public works projects are often touted both for the needs they will fulfill and the jobs they will provide. This case examines the assumptions underlying San Antonio Mayor Henry Cisneros' push for publicly financed construction of a domed sports stadium.

Learning Objective:
The case invites rigorous analysis of the economic impact of both the tax measures which would be used to finance the project and of the stadium itself, once it began operating. The case tells the story of the "dueling economists" whose divergent views became prominent during a referendum campaign through which San Antonio voters would directly decide the fate of the so-called "Alamodome."
