Abstract:
When a wave of terrorist bombings strikes at the heart of Paris, the newly installed government of Prime Minister Jacques Chirac must balance hard-line campaign promises forswearing negotiations with terrorists groups against a growing need to halt the violence. In the process, the French state confronts the intersection of terrorism and politics, as it deals with shadowy forces challenging its authority.
