Abstract:
This case focuses on the Israeli government’s efforts to address complaints of institutional racism and discrimination against Israelis of Ethiopian descent. The case describes a series of mass protests in Israel against racism that catalyzed the government to take broad legislative, policy, and administrative actions to reduce racism and discrimination within the country’s government agencies.

Learning Objectives:
Through the example of Israel’s efforts to reduce racism against Ethiopian Jews, students will: 1) Explore a concrete five-step plan (PRESS) designed to promote racial equality; and 2) Identify specific actions that government, NGOs, and other institutional actors can take to draw attention to racism and reduce discriminatory behavior.
