Abstract:
A secretary of the navy with a well-defined policy agenda ("the 600-ship navy") and a powerful sense of mission enlists the press as an ally through a series of deft encounters. This case allows for discussion/identification of the key elements of a public official's successful use of the press. It can be used both to discuss strategy and to raise larger issues about the press-government relationship.
