Abstract:
This case describes the legalization of Laetrile, a purported natural cancer treatment, by the New Jersey legislature and the subsequent resistance by the state health department.

Learning Objective:
It considers both the policy dilemma of whether a democratic government ought to curtail the market freedoms of citizens for their own good, and the process dilemma of whether legislators and bureaucrats should use their discretion according to their own moral judgment.
