    Abstract:
    This case examines the efforts of Albert Angrisani, the Reagan administration's choice to run the Department of Labor's Employment and Training administration, to reform the Job Corps program. It contrasts the view that Angrisani's proposals will improve management and reduce waste and fraud with the view that he intends to gut the job training programs for poor youths. The case allows both for discussion of social policy and the motives and effects of management changes.
