Abstract:
A New South mayor's vision of economic development brings him into pitched conflict with preservation groups convinced that a hotel project threatens the integrity of Charleston, South Carolina's famed downtown historic district. Mayor Joseph Riley must deal with the politics of community opposition and the courts in trying to lift a project he believes is vital to the city off the drawing boards.
