Abstract:
This case describes an intense controversy among the staff of the New York City Environmental Protection Agency over the hiring of a former Army officer who served in Vietnam. The administrator makes, and then withdraws, the job offer. Some of the staff members argue that the agency should not hire a "war criminal." The case raises questions of what factors are relevant in hiring for public office, the ethical constraints on the process of recruiting officials, and the value of participatory styles of management.
