    Abstract:
    On a Friday afternoon, Tina Wallinsky, a secretary in a Technical Information Unit of a federal agency, asked to speak privately with the unit director, Dan Newcomb. In a state of some agitation, Wallinsky related a conversation she had had with Terry Rizzo, a high school student who had worked part-time at the unit and had recently left, ostensibly to find more lucrative work. Rizzo had told Wallinsky that the real reason for her departure was that Jack Hayes, the unit's assistant director and an amateur photographer, had asked her to pose for him and, during a picture-taking session, had pressured her to undress before the camera. Wallinsky had been sworn to secrecy by Rizzo and in turn insisted that Newcomb talk to no one about the matter. Newcomb refused to promise silence, but worried about what action, if any, to take. This case describes the evidence and the considerations available to Newcomb as he pondered his dilemma. The sequel presents the decision he came to, and his reasons for it. Names of individuals and organizations have been disguised.
