Abstract:
When Seattle Mayor Norm Rice decided to seek ways to push a limited pro-growth strategy in a city long leery of new development, he confronted an essential conflict in political life: how could elected officials discuss new ideas to which they may be committed--but which may run counter to the conventional wisdom of their constituents? The case is designed to allow for discussion of both whether and how the mayor can reframe the growth issue so as to make it palatable. More broadly, the case allows for discussion of the political calculus which underlies public sector innovation.
