Abstract:
Senator Juan Santos must cast a decisive vote for or against amending the fledgling Constitution to allow the popular and successful incumbent president a second six year term. Aware of the public's and his constituents' strong support of an amendment, he also ponders whether such an amendment would weaken the new democratic constitutional system. The case poses Senator Santos efforts to resolve the dilemma confronting his decision. The case is suited for discussions of an elected official's responsibility to his constituents and to the democratic system of which he is a part. Although it draws on a real situation, the names of the country and the people in this case are entirely ficticious.
