Abstract:
This case focuses on two dilemmas. First, the choices political leaders must make when a broad-based, mass movement like Solidarity is so successful that it must form a government, and second, what to do when the economic policies it advocates threaten the social safety net of its major constituency. Students must prepare positions for the meeting of the National Presidium of Solidarity, where the movement's future will be debated. They must also develop policy options for the Labor Fund, whose purpose is to ease the impact of rising unemployment during the transition to a market economy. Unfortunately, the Labor Fund's deficit is also growing at the very moment when the government is trying to reduce its fiscal deficit.
