Abstract:

Successful implementation is essential for achieving policymakers’ goals and must be considered during both design and delivery. The mission of this monograph is to provide you with a framework and set of tools to achieve success. The starting point is a four-step framework for developing effective implementation plans: Architect, Pilot, Scale, Improve. A set of tools that support each of the framework stages are then profiled. Tools for change management and project management are also provided.

The goals of the monograph are to provide students and practitioners with:

  1. A framework for implementing policies;
  2. A toolkit to operationalize the framework;
