Abstract:
Major defense procurement, in part because of the magnitude of the cost of significant new weapons systems, is often undertaken as a joint effort among the various branches of the armed forces. So it is that decisions to participate in a joint project are influenced not only by the nature of what's being bought, but by relationships and perceived obligations among the Army, Navy, Air Force and Marine Corps.
