Abstract:
The recently inaugurated governor of Massachusetts must decide whether to proceed with a proposed medical school for the state university system. He is being advised by his secretary of administration and finance, who has obtained two analyses of the alternatives available to the governor (included as appendices to the case). A member of the secretary's staff is asked to decide what advice the secretary should convey to the governor. The press release in which the governor announces his decision is included in the sequel. The notes provide a tentative checklist for critiquing a piece of policy analysis. This case is intended to expose students to the issue of implementation as a critical but often overlooked element of policy analysis. It aims specifically at raising two questions: What is generally missing from formal analysis of public policy choices, and how can some of these missing elements be incorporated into the analytic process?
