Abstract:
On May 29, 2009 the Czech electricity company, CEZ, paid 102 million euro for 76 percent of the stock of Albania's electricity distribution system operator OSSH. The transaction was the culmination of almost two decades of efforts to improve an electricity system that was notorious for its chronic blackouts and whose poor performance was widely considered a major impediment to the country's growth.
