Abstract:
This philanthropic policy case describes the efforts of the Cleveland-based O'Neill Foundation to initiate--and closely monitor--a neighborhood-focused program to encourage African-American fathers to play a more active role in the lives of their families. The drama of the case lies in the Foundation's insistence that family members serve on an advisory committee that would directly oversee the Fathers and Families Together initiative, as it is implemented, with O'Neill funds, by Cleveland's Center for Families and Children. The question of who is in charge arises when a series of program directors fail to work out and O'Neill representatives have a different idea than the recipient of their funds as to the relevant qualifications for the job. The case allows for discussion of the form and substance of donor-recipient relations.
