Lobbying and Advocacy: Theory and Practice
We are pleased to offer course materials designed to help students understand how lobbying and advocacy impact the making of public policy. Created by Mark Fagan, Lecturer at Harvard Kennedy School, the materials include video lectures, podcasts, and simulation exercises, and can be used individually or together as a package.
As part of the course, students will explore the power of persuasion, as well as the skills necessary to build an effective advocacy campaign. Students will also investigate the ethics and regulation associated with lobbying. The course concludes by looking at the future of lobbying.

Abstract: 14 video lectures--a core part of this course--cover a range of issues, from the history of lobbying to regulating the industry, and from lobbying in various geographic locations to the future of lobbying. The lectures have been distilled into five distinct modules. Each module features a set of associated video lectures (ranging from 5 to 35 minutes in length).

The two simulation exercises in these materials deal with fictional organizations and fictitious circumstances. They have been designed to engage students in two very different types of lobbying activities that help bring together the concepts, tools, and resources provided in the videos and podcasts and enable students to hone their lobbying skills.
